Steven leads the Property & Projects team at ClarkeKann, and has extensive experience in all aspects of property law.

He has acted for owners/developers and managers of major commercial properties, including shopping centres such as Australia Fair and Raptis Plaza, CBD buildings, integrated resorts such as Sanctuary Cove and Laguna Quays, residential developments, mixed use developments, and specialist precinct developments.

Steven specialises in development work involving complicated community titling and body corporate structuring and documenting those transactions.

In addition to Steven’s extensive technical skill, he holds an important leadership role within the firm. Steven brings a mindful and pragmatic approach to every situation, positioning him well to see the bigger picture for his team and his clients and leading to commercially astute outcomes.

Steven has been consistently listed in the Doyle’s Guide of leading lawyers in the areas of “Property & Real Estate Lawyers”, “Leasing Lawyers” and “Retirement Living & Aged Care Lawyers”.


Property Developments and Projects

Steven acts for institutional, government related and other clients in relation property developments and projects involving:

  • Acquisition of greenfield and brownfield sites for residential and commercial development and on-sale and all associated due diligence;
  • Purchases and sales of commercial, industrial, retail and residential properties / buildings and all associated due diligence;
  • Advising owners, investors and developers in all aspects of property development including the development approval process, town planning advice generally, environmental matters, heritage matters, infrastructure charges and agreements, planning and environment litigation, site contamination and remediation and titling advice;
  • Residential strata developments and advising on, and documenting, staged and layered community titles schemes and body corporate structures and advising on Managed Investment Schemes and acting in “off-the-plan” unit sales, sale of management rights etc;
  • Large scale infrastructure projects;
  • Joint ventures, partnerships, special purpose vehicles etc and documenting joint venture agreements, partnership agreements, shareholders agreements etc;
  • Building and construction contracts;
  • Project finance;
  • FIRB; and
  • Stamp Duty implications and GST treatment of transactions.

Acting in the acquisition of various sites for regional operations and the construction of the ABC’s Brisbane Headquarters at South Bank;

Sale of industrial sites and advising on mixed use developments;

Numerous residential strata developments including – Vicinity Apartments, Hilltop Apartments, The Boatyard Bulimba and Omega Apartments;

  • Lewis Land Group

Sovereign Islands and Harbour Quays residential developments;

Numerous residential strata and flat land developments including – Brookwater Fairways; Cutters Landing, New Farm; Ephraim Island, Gold Coast; Gainsborough Greens, Coomera; The Arbour on Grey, South Bank and Tennyson Reach;

Sale of retail and commercial centres;

  • Springfield Land Corporation

Advising on the community titling and body corporate structure for a business precinct in the Greater Springfield Land Development;

  • Stanwell Corporation Limited (formerly Tarong Energy)

Facilitating a transport corridor between Brigalow and Stanwell’s power station and involving complicated subdivisions and land swaps and various types of agribusiness agreements;

  • Turrisi Properties

Numerous residential strata developments including – Bohemia West End and Ink Apartments.

  • Wee Hur Holdings Ltd

Purchase and sale of Brisbane CBD property and acquisition of large Transport Orientated Development (“TOD”) site in Buranda and progressive development of the site for student accommodation and multiple residential strata and retail / commercial buildings.

Leasing and Property Management

Steven also has extensive experience acting for owners and property managers in all aspects of leasing and management of numerous retail / commercial buildings including hotels and shopping centres.

Leases of commercial premises in Queensland;

Leases of operational and commercial premises in Queensland and including retail space in ABC’s Brisbane Headquarters at South Bank;

Acting in the leasing up of a Service Centre Development anchored by a major service station operator and a number of brand name fast food drive-thru outlets;

  • Lancini Property Group

Leasing of several shopping centres includingFairfield Central, Townsville;

  • Lewis Leisure Pty Ltd (formerly Drinx Pty Ltd)

Management and sale of several hotels including – Full Moon Hotel and Grand Central Hotel; 

  • Mirvac Funds Limited

Leasing of retail and commercial centres including – Aspley Hypermarket, Kawana Shopping Centre, John Oxley Building etc;

  • Mirvac Hotels

Managing the previous portfolio of Mirvac Hotels; 

  • Queensland Investment Corporation (“QIC”)

Managing QIC competitions run out QIC’s Australia-wide shopping centres;

Leasing of retail and commercial centres including – Taringa Central;

Leasing of retail centres in Grey Street, South Bank;

Leasing of ground floor retail in newly constructed Student Accommodation buildings in Buranda; and 

  • The Weir Group PLC

Advising on agreements for lease and leases for industrial sites in regional Queensland.

Retirement Living & Aged Care

Steven also heads a team which specializes in Retirement Living and Aged Care. Our team:

  • Advises clients on the Retirement Villages Act (Qld) & (NSW), the Aged Care Act (Cth) and other relevant State and Commonwealth Legislation;
  • Acts for developers, owners and operators in relation to structuring, establishment, registration, management, operation and compliance of Retirement Villages, Aged Care Facilities and Manufactured Homes Estates;
  • Prepares and processes the full suite of village and facility documentation for retirement villages in Queensland and NSW (including public information documents, RV forms, residence contracts, leases and loan agreements) and is involved in preparing and implementing precedent documentation systems for our clients; and
  • Undertaking high volume conveyancing for the transfer of units / villas within numerous retirement villages across freehold, leasehold and licensed structured arrangements.

Including Beachmere Sands and Redland Bay Resorts in Qld and Ballina and Tea Gardens Resorts in NSW; and

  • Regis Aged Care.
